Department of Industries orders probe in production of fake certificate by EDI trainer

SRINAGAR, Feb 25: The Department of Industries and Commerce has initiated an enquiry in a case related to the production of a fake certificate by a trainer of Entrepreneurship Development Institute (EDI), Jammu & Kashmir.
Director Handicrafts, Jammu & Kashmir, Masrat-ul-Islam has been appointed as the Inquiry Officer and he has to submit the enquiry report within a period of 15 days from the date of issuance of the order.
The enquiry was ordered following complaints that the trainer has produced a fake experience certificate and got the position which she did not deserve. She has got the position while the seniors were ignored for the same.
“Mr. Masrat-ul-Islam, Director, Handicrafts, J&K is hereby appointed as an Inquiry Officer to enquire into the matter related to production of fake certificate by Ms Syed Nazneen Qadri, Trainer (CTSD), JKEDI for securing employment in JKEDI,” reads the Government Order No.23-IND of 2020 dated 12-02-2020.
The order further reads, “The Inquiry Officer shall furnish report with his recommendations, within a period of 15 days from the date of issuance of this order.” The order has been issued by Manoj Kumar Dwivedi, Commissioner Secretary, Department of Industries and Commerce, Jammu & Kashmir.
Meanwhile, sources told Early Times that the EDI has been kept out of the loop and the Institute does not know anything about the enquiry by the Department of Industries and Commerce. In other words the Director of EDI has been bye-passed by the concerned department while ordering a probe in the matter related to production of fake certificate by the trainer.
“Nazneen was appointed as coordinator in the JKEDI on contractual basis. The institute later on advertised few posts of trainer and Nazneen was subsequently appointed against the post on substantive basis. Upon her appointment as trainer she was given the senior position of in-charge trainings,” said sources.
Sources said that despite the fact that there were many experienced professionals around the position of in-charge trainings Nazneen was picked up for the post for the reasons best known to the decision takers at EDI. They said that Nazneen has in fact turned out to be blue-eyed employee of the EDI since benefits continue to be showered on her.
“When the government approved a separate centre for women entrepreneurship on the Residency Road near the Press Enclave in Srinagar, Nazneen was posted the first in-charge of centre. Once again the seniors were ignored and it has become a norm at EDI now. Despite change in guard there has been no change in favouritism and nepotism at the institute,” said sources.
