COVID-19 Fight! 13 Municipalities in Kashmir without Executive Officers

ANANTNAG, Mar 27: At least thirteen Municipal Committees of Kashmir division are without Executive Officers, affecting work culture and Government’s fight against Corona Virus.
According to reports, thirteen Municipal Committees of Kashmir division are without Executive Officers and are being looked after by Executive Officers of the other committees.
“During this lockdown it has become too difficult these officers to attend each Municipality and plan measures for fighting COVID-19 or to ensure cleanliness,” ULBK officials told Early Times.
They said that the additional charge syndrome is not only affecting the work culture but also adversely affecting Government’s fight against Corona Virus.
“Executive Officer of Municipal Committee Tral has been given additional charge of two other municipalities- MC Khrew and MC Awantipora. How can he run three municipalities during crisis when the whole country in under lockdown and movement of individuals is being restricted,” they added.
A group of officers told Early Times that municipalities across Kashmir division are supposed to play crucial role and they must strengthened. “Municipalities have to play important role play at this juncture. Government must deploy competent officers, provide funds and safety gears to frontline workers of municipalities but sadly enough isn’t being done,” they said.
They said that some officers have been placed under suspension and the inquiries initiated against them aren’t being completed as per the laid down norms.
“The general administrative department has issued clear cut directions according to which the department has to complete the inquiry with a fixed time but here months have passed and the enquiry files continue to gather dust,” they said, adding officers at higher levels should avoid using delaying tact’s in such issues
Sources also revealed that most of the employees’ particularly sweepers are without salaries from last several months.
Dheeraj Gupta Principal Secretary Housing and Urban Development Department on being contacted told Early Times that they have upgraded 13 Municipal Committees to Municipal Councils and posts of Executive Officers to Chief Executive Officers in the upgraded Municipal
Councils will be filled by deputation from officers of the Jammu & Kashmir Administrative Service.
“I have written to General administrative department and I will take up the matter with again so that vacant posts are filled,” he said.
