Jammu, Mar 31: While addressing the media person Sham Lal Basson said that lockdown of India declared by Prime Minister of India Narendra Modi was welcomed by all people including entire opposition. He said that however, the union government lagging behind to make proper arrangements at all levels. The labour class is suffering badly.
So far as Jammu and Kashmir UT is concerned, the bureaucracy has totally failed the Local Self government. The State administration as well as district administration has totally ignored representatives of local self govt. i.e Corporators of Jammu Municipal Corporation and Srinagar Municipal Corporation, Councillor of District Municipal Councils, Members and Presidents of Municipal Committees, Block Development Chairmen, Sarpanches and Panches. The entire local self government has been collapsed due to non-co-operation of State as well as district administration.
"The Mayor of Jammu Municipal Corporation has locked himself in his house. He is afraid of Corona virus. We appreciate to maintain physical distance. But it is prime duty of Mayor to make all arrangements in the Municipal limit of JMC to fight coronovirus as well as to make arrangements for people Jammu at their door step. The Mayor and Commissioner JMC should make it clear that what facilities are being given to the people living in Jammu Municipal limit and to councilors" he said. The Mayor is rightly called the "Father of City". He is not competent and he is not passing order to commissioner JMC with the result one Corporator of Ward - 51, Raj Kumar Tarkhan was compelled to get his head shaved because of non-availability of equipments to Safai Karamchari's such as Belcha, Jharu, Gainti etc. SKC's are still facing problems of equipments. I repeated make requests to Mayor, JMC Staff but in vain. The SKC's are working without such equipments. At such a time SKC's need extra case because they have to work in unhygienic conditions.
The height of autocracy can be gauzed from the fact that Secy JMC alongwith other staff of JMC distributed some ration to families of slum areas of ward No. 47 and 48 in a pick and choose manner.
