Defer Durbar Move

The bi-annual Durbar Move practice is likely to be deferred this year due to the outbreak of Coronavirus. The Civil Secretariat, highest seat of power, is unlikely to move from Jammu to Srinagar till the COVID-19 curve flattens in Jammu and Kashmir.
J&K has been under a lockdown for the past 13-days. The number of cases have swelled in Kashmir region but in Jammu situation is still better.
The outbreak of COVID-19 has brought all the official works to a grinding halt. The Civil Secretariat has remained empty as officials have been confined to their homes. Whenever, the lockdown is lifted and normal life resumes, things will be different. The administration will have multiple tasks to handle and the biggest endeavor will be to eliminate the COVID-19, which seems to have crept into the community in Kashmir region.
If the number of cases keep on increasing in Kashmir Valley then the administration may have to take a call whether to move the Durbar to Srinagar or not? If Jammu remains stable and Kashmir takes time to get stabilized then the Civil Secretariat should be allowed to function from the winter capital for a few more months as the fight against the COVID-19 looks like a long drawn battle.
Many believe that COVID-19 sweeping Kashmir seems to be a result of people hiding their travel histories and taking things easily. Another factor which is coming to fore is that the members of Tableegi Jamaat didn’t take the warnings seriously and carried on with their activities as if nothing had happened. Their irresponsible behavior has put so many lives at stake.
Life returning to normal in Kashmir can take time but things could become better in Jammu region at least it seems so. It would be better for the government to carry on its operations from Jammu so that work doesn’t suffer.
As the things are unfurling it seems that it can take a few months to contain the outbreak of this epidemic. And moving Durbar at this point of time will lead to more people reaching Kashmir. Jammu and Kashmir administration should take a call over this issue and decide what needs to be done.
Everyone is aware of the fact that crisis management is must at this point of time as all of us are fighting an invisible enemy, which is out to kill anyone.
