Despite court orders MGNREGA supporting staff failed to get salaries

JAMMU, Apr 1: Even as more than 10 months have passed but the directions passed by the Deputy Commissioner Kishtwar to Assistant Commissioner Development (ACD) Kishtwar for implementing the court directions in letter and spirit with regard to continuing the services of supporting staff including GRS engaged by DCs/ACDs under MGNREGA have not been adhered till date.
The DC had directed to submit the status report by or before 22-6-2019, however, the ACD Kishtwar and the concerned BDOs failed to implement the directions in this regard and even fail to release the salaries of all those employees who had approached the Jammu and Kashmir High Court to release the salaries of around 48 such GRS and supporting staff on the grounds that their families were suffering due to lack of financial resources.
Recent directions issued by the Government of India wherein the government assured to credit certain amount for certain account holders including labour class, farmers, casual labour beside others had generated hope among these supporting staff in whose rescue comes J&K High Court.
As per the details available with “Early Times” the aggrieved GRS & supporting staff several time approached the office of DC Kishtwar and sought his help in addressing the problems faced by them and made a desperate appeal to him as DPC of the department of RDD&PR to direct the concern authorities to release their pending salaries which has not been released from nearly two years in their favour.
The aggrieved informed the DC Kishtwar in various meetings that despite clear cut directions from the Jammu and Kashmir High Court, no tangible action has been taken by the concerned authorities as a result of which they are being deprived from their basic rights of pending honorarium and requested to get their pending wages released beside to implement the court orders in letter & spirit.
Speaking to Early Times, the aggrieved informed that former DC Kishtwar after giving patient hearing to the concerns expressedd by the visiting MGNREGA supporting staff directed ACD Kishtwar for appropriate and necessary action beside also assuring them that he will render all possible help to them in addressing their long pending issue, but even after several months— they didn’t receiv a single penny and urged upon the government to issue clear cut directions to ACD Kishtwar to get their salaries released adding that they too suffer due to non-availability of financial support at the time when whole India is under lockdown.
It is pertinent to mention that DC Kishtwar vide letter No. ARA/K/19/022-23 Dated 8-06-2019 directed ACD Kishtwar to implement the court order Dated 11-3-2019 in SWP No. 2033/2018, 1645/2018, 1719/2018, 1945/2018, IA No. 01/2018, SWP No. 2112/2018, IA No. 1/2018 titled Yasir Arafat & others vs State of Jammu and Kashmir & others with regard to release of the salaries of hundreds of GRS including those of Kishtwar District who had been denied the salaries since last nearly one and half year on the grounds that they have not been appointed by following the proper procedure.
