LG inspects guard of honour as civil secretariat partially reopens in Srinagar

Srinagar, May 4: Lieutenant Governor GC Murmu inspected the traditional guard of honour given to him by a police contingent at the civil secretariat lawns, marking the opening of partially move offices here in Srinagar. Amid lockdown over COVID-19, Civil Secretariat the highest seat of Jammu and Kashmir government and other offices partially reopened here on Monday after functioning for six months in Jammu as part of the nearly 150-year-old practice locally known as 'Darbarmove.
“Forces have been deployed in strength in the city, especially on the roads leading to the Civil Secretariat as part of security measures to ensure the smooth functioning of the administration from Srinagar”. The practice of 'Darbar Move' under which the government functions in Jammu during six months of winter and in Srinagar during summer, was started by Maharaja Gulab Singh in 1872 to escape extreme weather conditions in the two regions.
While Jammu and Srinagar cities benefit from this practice as the roads and other infrastructure gets the basic minimum repairs done on an annual basis, the Darbar Move incurs expenditure of crores of rupees.
Meanwhile security has been beefed-up at all the important places in the city and the frisking of pedestrians has been intensified to ensure an incident-free reopening of the secretariat in the summer capital. Divisional administration also made arrangements on the eve of the Durbar Move. Top brass of forces and civil administration had conducted meetings to finalize the arrangements.
Additional paramilitary forces personnel have been deployed in Srinagar city to prevent any eventuality.
A top security official said that all the security arrangements have been put in place for the smooth functioning of secretariat. “Security has been stepped up with additional deployment of forces in and around the secretariat.” he said.
As already announced by the government, the Darbar will open in Srinagar on 15 June as opposed to its scheduled opening in the first week of May.
The Civil Secretariat is functioning from here today with the staff and officers on an “as is where is” basis, i.e., staff will continue working where they are based.
