Early Times Report

Srinagar, May 28: Lieutenant Governor, Girish Chandra Murmu today administered oath to the newly appointed Chairman of the Jammu and Kashmir Public Service Commission, Sh. B.R. Sharma at the Raj Bhavan.
The government has appointed former IAS officer B R Sharma as Chairman Public Service Commission.
Sources told early times that the LG GC Murmu administered the oath to the newly appointed chairman of PSC. “The oath ceremony was low profile amid the ongoing curbs on social distancing in the wake of covid-19 pandemic,” sources said.
B R Sharma had told early times that that he will join the office after the oath. Sources said that he will review overall functioning of the commission and accordingly list out the priorities.
He has been selected for the coveted position on the basis of his expertise in administrative field and vast knowledge of the Jammu and Kashmir. Born on April 27, 1960, Sharma is a 1984-batch IAS officer from Kathua district of the Jammu division and has served on important positions, including ,Additional Secretary in the Ministry of Home Affairs (MHA), Government of India, Chief Secretary and Home Secretary in the J&K Government.
Sources said that government wants the process of recruiting various gezetted posts in government departments to be expedited in the union territory of Jammu and Kashmir.
The Centre had already announced on the floor of Lok Sabha that 50000 vacancies would be filled in government departments in J&K during the ongoing fiscal.
A budgetary provision of Rs 2000 crore was also been earmarked for recruitment process in J&K UT’s maiden budget presented in the Parliament earlier this year.
It may be recalled that the erstwhile JKPSC was closed down following the re-organization of Jammu and Kashmir State into the Union Territories of J&K and Ladakh.
As per the J&K Reorganisation Act 2019, the JKPSC will continue to be recruiting agency for various posts in J&K UT while recruitments in Ladakh would be done by the Union Public Service Commission.
Sources said that the delay in appointment of the Chairman of Jammu and Kashmir Public Service Commission (JKPSC) was hampering the recruitment for various gazetted posts of the candidates, who have been shortlisted for various posts including administrative services and Assistant professors.
Sources said that the selection process of the various posts was stalled, due to the fact that Commission chairman and other members were not in place, in absence of which not any policy decision or the selection process could have be completed.
“The JKPSC secretariat were doing the works such as compilation of lists, verification of documents and preparing the lists or making arrangements for conducting exams but most of the works were not be done without the Commission in place”, sources said. Sources said at various occasions though Commission had finalized the date for conduct of various exams but due to absence of Chairman and other members, the examinations were postponed, sources said.
Now when the Chairman has been appointed, thousands of aspirants, who have applied or appeared for various gazetted positions, are hopeful that the selection process will start soon.
He was appointed as the Chief Secretary on September 7, 2015.
Before proceeding on the Central deputation, Sharma was appointed as Adviser to then Chief Minister (Administrative Affairs). He was succeeded by senior IAS officer Bharat Bhushan Vyas.
The retire IAS officer Sharma had also served as Principal Secretary of the state Home Department.
Sharma, who has two postgraduate degrees besides an LLB degree, has held other several key posts in the government during his 33 years of service. He was the Chief Election Officer of the state during the 2008 Assembly elections, which were held immediately after the Amarnath Land row agitation in the state.
He has also served in the Ministry of Human Resources and the Department of Atomic Energy at the Centre.
