‘Ineligible’ engineers occupy top posts in JKPDC

Jammu, May 28: Some “ineligible blue eyed engineers” in Jammu and Kashmir Power Development Corporation Ltd are allegedly occupying top posts besides holding additional charges, sources told Early Times on Thursday.
“The undergraduate and ineligible engineers/officers have been given the charge of higher posts and choicest postings. All the service rules have been ignored. These blue- eyed officers managed their illegal in-charge promotions by using influence of money and power depriving the senior and graduate engineers of their legitimate right,” sources claimed.
They said that a diploma holder in Electrical Engineering, who was appointed as Junior Engineer nearly 30 years ago, and later did his degree in Mechanical Engineering managed three promotions in a span of two years in violation of Engineering Service (Gazetted) Rules in the year 2001-2002 wherein, he lacked the requisite experience in each category of post.
“This blue eyed officer used his influence and money power to get the promotions illegally. He also managed his posting as Executive Engineer (Mech) in a prestigious hydro electric project 20 years ago. Astonishingly he again managed another promotion on temporary basis to the non- existing post of Superintending Engineer (Mech) and is continuing to hold it on,” they said.
They further informed that the alleged Engineer also managed the charge of the post of Chief Engineer (Civil) in addition to his own duties of I/c Superintending Engineer (Mech) in clear violation of laid down rules/norms. “It is beyond one’s understanding that how a Mechanical Engineer can hold the post/look after the works of Civil Engineer as in both the branches of Engineering , the works are entirely different, and that too at the level of Chief Engineer (Civil) where high precision and decisions with regard to designing and execution of civil engineering projects are involved,” they added.
They further said that there is another blued eyed engineer, who is under graduate and holding three years diploma in Civil engineering, presently he is posted as AEE. “He is unlawfully holding the charge of Executive Engineer (Civil). The said officer has managed to hold on to both the posts for last so many years, leaving deserving candidates in lurch.
