First ever no confidence motion moved against any Sarpanch in Kishtwar

JAMMU, June 6: In a first of its kind instance in the Panchayati Raj system of district Kishtwar, five ward members (Panchs) in Kishtwar block moved a no confidence motion against the Sarpanch on the grounds of alleged violation of J&K Panchayat Raj Act and negligence in the conduct of businesses.
As per the details available with Early Times, following the moving of no confidence motion against the Sarpanch Poochal A2 by five ward members out of seven, the Secretary Panchayat Halqa Poochal A2 vide No. Poochal A2/Estt/2020-21/06-14 Dated 6-6-2020 issued a notice for conduct of meeting under Chapter -5 Sec 81 of PRA-1996 and called for the meeting under the Chairmanship of Chairman Block Development Council Kishtwar on 10-6-2020. “Whereas a resolution seeking no confidence motion was received from five ward members of Halqa Panchayat Pochhal A2 on 28-5-2020, wherein some serious allegations have been leveled against the Sarpanch Halqa Panchayat Pochhal A2 regarding violation of J&K Panchayat Raj Act” read the notice issued by Secretary Panchayat Pochhal A2 adding that the notice was served to Sarpanch vide letter No. Pochhal A2/ESTT/2020-21/01-05 Dated 29-5-2020.
The notice issued by the Panchayat Secretary clarified that as per Chapter 5, Section 81 (I) of the J&K Panchayat Raj Act-the Secretary of the Panchayat shall have to convey a special meeting not earlier than 10 days and not later than 20 days from the receipt of the motion. “Therefore it is informed through this notice that a meeting in this regard is schedule to be called under the chairmanship of Block Development Chairman on 10-6-2020 at “Office of Chairman Block Development Council Kishtwar” at 11 am sharp.
