‘RATIONALIZATION OF TEACHING STAFF’

Jammu, June 6: Although the School Education Department has been initiating rationalization of teaching staff in schools but there are hundreds of teachers, who were selected under RBA, ALC categories and have managed their postings in Jammu city or its peripheral areas since years in violation of norms.
Sources in the department told Early Times that the pace of rationalization process has picked up in both regions after the intervention of Commissioner Secretary School Education, who received several complaints on violation of rationalisation of teaching staff in schools across the State.
“But it has been observed that hundreds of teachers who were selected under Residents of Backward Areas (RBA) and Actual Line of Control (ALC) categories during 2007-10 from Jammu Province have managed their postings in Jammu district without serving in their areas from where they availed these certificates,” they alleged.
They further said that there are clear rules in service book that the teachers, who are selected under RBA, ALC categories had to serve mandatory seven years of their services in their areas but it has been observed that there are number of such teachers, who didn’t even spend a single day and managed their posting in city areas and many of them are serving in Jammu.
“These teachers belong to districts of Doda, Ramban, Kishtwar, Kathua etc., who have been putting up permanently in Jammu and continue to manage their postings within the Jammu city by using influence,” they said. “All deployments of teachers and lecturers should be cancelled, which have been done by CEO Jammu before rationalization of teaching staff. All lecturers and teachers selected on the basis of RBA and ALC and managed their postings in city Jammu, towns or roadside schools and completed two years of service must be transferred to their home district are areas from where they applied for the post and as per rule they must serve minimum seven years in those areas,” some senior teachers said.
