Despite HC directions, Marwah offices continue to function from Kishtwar

JAMMU, June 30: Nearly a year has passed since the J&K High Court directed Divisional Commissioner Jammu and Deputy Commissioner Kishtwar to ensure functioning of government offices designated for Marwah in Marwah Sub Division but the same are still operating from District Headquarter Kishtwar.
With the operation of the Government offices designated for Marwah, Warwan and Dachhan Tehsils of Marwah Sub Division from District Headquarter, the people living in Marwah Sub Division having population of about 50000 had to suffer continuously as traveling around 120 kms to Kishtwar keep them on tenterhooks.
It is pertinent to mention here that the Jammu and Kashmir High Court in the month of July 2019 had issued the said order in response to a Public Interest Litigation (PIL) filed by political and Social Activist Ghulam Rasool Magrey, resident of village Nowpachi Marwah against the Government of Jammu & Kashmir.
The Double bench of High Court comprising of Justice Dhiraj Singh Thakur and Justice Sindhu Sharma directed the Divisional Commissioner Jammu to submit as to what action has been taken with a view to make the three Tehsils of Sub Division of Marwah (Marwah, Warwan and Dachhan) functional beside also ask the Divisional Commissioner Jammu to also submit whether there is adequate staff to give effect to the spirit of creation of the Sub Division Marwah. Beside direction was passed to Divisional Commissioner Jammu, notices were also issued to Chief Secretary and Deputy Commissioner Kishtwar.
As per the details available with “Early Times” Advocate Faheem Shokat Butt in WP (C) PIL No. 29/2019, CM No. 5050/2019 to direct the respondents to forthwith shift various Government Offices sanctioned for Sub-Division Marwah to Sub-Division Headquarter at Marwah which are functioning at present from District Headquarter Kishtwar which is 120 kms away from Marwah, so as to mitigate the suffering of 50,000 peoples of three Tehsils of Sub-Division Marwah and to ensure availability of administration at their door steps.
Speaking to Early Times, the Block Development Council (BDC) Chairman Marwah Adil Hussain said that people are disappointed over non-responsive approach from various quarters including from the local administration, adding that majority of the employees posted in Marwah Sub Division remain absent from duties, the offices are functioning from Kishtwar while the only road connectivity through Sinthan Pass is still closed and the area is without electricity and communication since last 75 years of independence.
Adil Hussain said that though BSNL towers are installed at Marwah and Warwan, but they are hardly functional and laid stress for round the year communication.
“An amount of several crore has been released by the government to special R&B Sub Division Marwah for black topping of roads in Marwah but the funds are still unspent,” said BDC Chairman Hussain adding that the absence of offices from the area hampered the follow up process.
He demanded special audit of various government run schemes executed in Marwah Sub Division.
He said that during two recently held Back to Village meetings, the major issue of the local people mostly remain confined to non-functional of offices in Marwah Sub Division, closure of schools, poor condition of health institutions, adding that they urged the administration to ensure shifting of all the government offices from Kishtwar to Marwah .
Speaking to Early Times, social and political activist Abdul Rashid Magrey said that he will file a contempt petition against the government failure in implementation of court order, adding that due to recent developments arisen out of COVID-19, he was not able to file the petition. He urged upon the government to implement the court direction without any further delay.
