5 engineers enjoy ‘unending’ deputation in Jal Shakti Department

Jammu, July 3: At least five engineers including a draftsman of PHE, now Jal Shakti Department, are on un-ending deputation, which goes beyond a decade, in Rural Engineering Wing (REW) of Rural Development and Panchyati Raj (RD&PR) department in Rajouri.
Highly placed sources informed Early Times that neither did their parent department recall them nor the RD&PR department, where they were deputed for decades, had taken any appropriate action. “Culture of un-ending deputation of PHE engineers in RDD is not new. But currently, Farooq Bhat, a Junior Engineer from PHE is working in REW Rajouri since 1989, with a 31 years long lien to his parent department. Zafar Manhas another JE from PHE deputed in REW Rajouri in 2002, and sitting at the same place from last 18 years”, sources told Early Times, adding that two more senior engineers are sitting in REW Rajouri for decades.
“Not only JE, AE and AEE several draftsman from PHE department are sitting in REW Rajouri, recalling for deputations to report back to their parent department time to time issued by the administrative department, but due to political intervention these orders could not be implemented”, the sources informed.
“Mohammad Alam Assistant Engineer, and Mohammad Anif Assistant Executive Engineer (AEE) from PHE are also enjoying deputation in REW Rajouri for years. As per the rules, only the Public Works (R&B) department can provide engineering staff to various government departments on time frame based deputation. But unfortunately, in the absence of any kind of check, the unholy practice of un-authorized deputation is still going on”, sources said, adding that unfortunately, the blunders committed in the past have not been mend yet.
Sources said that the ‘unholy’ deputation of PHE engineers in REW Rajouri is not a single case, there are dozens of PHE engineers, who are sitting in REWs many districts of J&K.
When contacted Ajit Kumar Sahu Commissioner Secretary J&K Jal Shakti Department said that he would look into the matter.
Sheetal Nanda, Secretary, PR&RD Department said that she has initiated process of repatriation of deputationists to their parent department. “Recently I came to know about these people and necessary orders have been issued in this regard,” she added.
