Marwah ration scandal: Properties of 12 Night Chowkidars likely to be seized

Jammu, July 4: Department of Food Civil Supplies and Consumer Affairs (FCS&CA) has initiated the process to confiscate the properties of 12 Night Chowkidars who failed to deposit the government money in treasury against the sale of ration as well as against the shortage of ration.
Majority of the Night Chowkidars in Kishtwar District have been appointed in violation of rules and regulations and even possesses “Service book record” and are holding key position Viz Storekeepers, Salesmen as well as Clerks and other key posts in the department.
As per the details available with Early Times, Assistant Director FCS&CA Ghulam Rasool Lone in a letter addressed to Deputy Commissioner Kishtwar titled “recovery on account of short remittance of food grains in respect of Marwah & Warwan”, requested DC Kishtwar to direct Tehsildar Marwah and Warwan to seize the properties of Night Chowkidars/IC salesmen after giving the grace period of 30 days for depositing the pending dues and after the expiry of grace period, the Tehsildar concerned may seize their properties without giving further grace period/notice as on 10-6-2020 an amount of Rs. 1.56 Crore is pending towards them.
AD FCS&CA Kishtwar further stated that the Night Chowkidar/I/C Salesman has been time and again directed to deposit the pending remittance but only merger amount was deposited by them till 10-6-2020.
Tehsil Supply Officer Marwah & Warwan vide letter No. TSO/FCSCA/MW/2020-21/104, dated 13-6-2020 has reported depot wise short remittances on account of sale of food grains in respect of Marwah and Warwan areas upto 10/2019.
As per the details out of Rs 2.25 Crore, Rs 69.23 Cr has been recovered from them by the department from Night Chowkidar Manzoor Ahmed (Qadrena), Shahid Hussain (Chanjer), Mohammad Ramzan (Teller), Javed Ahmed (Bhata/Pathgam), Mohammad Ishaq Lone (Yurdou), Zakir Hussain (Nowpachi), Nazir Ahmed (Renie), Mohammad Iqbal (Dehrna), Jaffar Hussain (Choidaman), Mansoor Ahmed (Gumri), Bashir Ahmed (Inshan) & Masood Ahmed (Basmina).
Speaking to Early Times, AD FCS&CA department Ghulam Rasool Lone said that the process has been initiated to recover the pending amount from the defaulter added that in case of the failure, their properties will be confiscated to recover the losses. In a question on similar reports from Padder and other areas of Kishtwar District, AD FCS&CA Kishtwar said that the inquiry in other cases is at advance stage added that once the whole audit will be conducted, the action against all those will be initiated as per the set procedure.
As per the set procedure, after selling the ration to the consumers at these sale depots, the incharge of each sale depot is suppose to deposit the amount collected from the sale of the ration into the government treasury against the proper receipt, but according to the sources, bearing few employees of the CAPD department posted on these sale depots, majority of the employees did not deposited the said amount in government treasury and if insiders are to be believed, the amount runs into several crores.
Similarly TSO Drabshala sold the government ration to dealers in black as a result of which the people were deprived from the ration. The department though replaced the storekeepers, but took no action to recover the embezzled ration which clearly points direct fingers at the involvement of senior officials of the department who are shielding these corrupt officials in one or other way.
