12 days and counting, JKPDD clueless over worst cyber attack against it

Jammu, July 9: More than ten days have passed since the first of its kind and a worst cyber attack on power development department’s official Kashmir website happened. However, the government has still no clue about the culprits nor has it so far been able to restore the system.
The website of the department, http://billsahuliyat.jkpdd.net/ and its Android app both have been rendered in-operational while as the data centre of Jammu and Kashmir Power Department is rendered in-operational, for the 12 days, due to a cyber attack by hackers. All the official work, of JK power the department, including the billing process is on a suspension mode as for the past 12 days, the server of the department is down.
As per the insiders, an internal enquiry has also been ordered however, the attack has put a big question mark on the ability of the government to make use of the digital technology amid the tall claims of e- governance.
Even when 12 days have passed, the failure of the power department and those at the helm to recover the data and make the system functional again has left the authorities red faced. “This has once again exposed how faulty are we in the line of duty and how non seriously have we been taking the digital work. The cyber attack raised many question. Primary amongst them is whether the dispensation of Jammu and Kashmir is capable enough to operationalise such crucial departments like PDD via an online mode?,” said an official of the department.
Meanwhile, the government continues to remain clueless over the issue with no concrete development in sight.
In era of Information Technology, the much-hyped e-governance in Jammu and Kashmir is proving to be a big failure. While the issue of data collection for proactive disclosure of information under the Right to Information Act-2009 is still a distant dream, the estates department website is completely defunct or carry wrong and outdated information.
Furthermore, there has been very little compliance with Section 4 of the legislation which makes it obligatory for a public authority [department falling under RTI Act] to “maintain all its records and indexed in a manner and form which facilitates the right to information.” It also calls for ensuring that “all records that are appropriate to be computerized are, within a reasonable time and subject to availability of resources, computerized and connected through a network all over the state on different systems so that access to such records is facilitated.”
What is more ironic is that the State Chief Information Commissioner in the year 2011 had formally informed the State Chief Secretary that there is not so encouraging response from Public Authorities with regard to implementation of Section 4 of the Act.
As per the sources within the government, lakhs of rupees out of the state exchequer were invested in introducing Information Technology (IT) and e-Governance in the day to day working of the organisation but it has proved sheer wastage of state exchequer as no regular back system was created to keep the website updated.
