Ensure deployment of adequate staff in Sub Division Marwah : DB

JAMMU, Aug 4 (JNF): A Division Bench of J&K High Court comprising Chief Justice Gita Mittal and Justice Sanjay Dhar while hearing a Public Interest Litigation, observed that a status report dated 14th October 2019 (page-20) has been filed by the Angrez Singh Rana, Deputy Commissioner, Kishtwar. The position stated in Para 3 thereof would show that out of total 76 posts sanctioned in Sub-Division Marwah (i.e. Three Tehsils Marwah, Warwan & Dachhan), 40 posts are lying vacant.
DB further observed that the report also discloses lack of internet facility in the region and it is stated by the respondent No.3 that it is difficult to operate from headquarters Marwah for this reason.
DB further observe that there total is lack of communication due to non-availability of telecommunication/internet facilities which makes hindrance in the efficient management, control and strict surveillance of Sub-Ordinate Staff and the area is the hard zone of the District and remains cut-off from rest of the District for at least 6-7 months due to heavy snowfall as road connectivity is seasonal. The Teshil Dachhan and area of Tehsil Marwah (partially) are still without road connectivity due to which the better supervision is still for behind than rest of the District.”
DB observed that this clear that this Sub Division needs urgent attention and directed Registry shall send a copy of this order and the status report dated 14th October 2019 to the Chief Secretary, Govt. of the Union Territory of Jammu and Kashmir to immediately look into the matter.
The aspect of the lack of internet connectivity and communication facility shall be immediately addressed and steps initiated to ensure deployment of adequate staff so that the administrative machinery is able to work efficiently in the Sub Division Marwah and an Action Taken Report shall be placed before us before the next date of hearing, Division Bench directed.
