UDHAMPUR, Aug 5: In an interesting but bizarre development the Rural Development Department (RDD) in a block of this district has promoted an under matriculate employee to Village Level Worker (VLW) from Plantation Supervisor despite the fact that the employee is not eligible for such a promotion.
Interestingly the promoted employee has written to the concerned officer that since he is not eligible for such a promotion as he is less qualified he should be reverted back to his original post. However, that is not possible since the department has appointed some other person on the post.
Sources told Early Times that in the Dudu Basantgarh block of this district the RDD promoted Sunil Kumar Sharma, Plantation Supervisor to the post of VLW. The promotion was violation of rules since only a matriculate can be appointed or promoted to the position of VLW. “The Departmental Promotion Committee (DPC) convened a meeting on October 12, 2019 and elevated Sunil to the post of VLW. Sunil was appointed as Plantation Supervisor some 10 years back on SRO-43. Since he was not a matriculate at the time of appointment he could only make it to the post of Plantation Supervisor,” said sources.
Following the DPC an order 174-ACDU of 2020 dated 20-06-2020 was issued and Sunil was asked that since he has been promoted as VLW he should join new post. Sunil wrote a letter and also sent a mail to Block Development Officer, Dudu Basantgarh saying that since he is not eligible for VLW post he cannot join and as such should be retained as Plantation Supervisor.
Sunil also sent a mail to Assistant Commissioner Development (ACD) Udhampur and said that the officials of the department have violated the norms since an under matriculate has been promoted to the position of VLW. He said that justice should be done and action should be taken.
In the meantime order 186-ACDU was issued on 28-06-2020 under which a woman was appointed as Plantation Supervisor in the Dudu Basantgarh block of this district. In the order it has been written that this appointment too is being made under SRO-43 on compassionate grounds.
BDO Lal Chand while talking to Early Times acknowledged the fact that Sunil has been promoted as VLW, but said that he has no role in the process since he is not a member of DPC. Sunil has appealed for justice and demanded enquiry by the ACB.
