GRS suspended for marking attendance against dead person’s name

JAMMU, Aug 9: A GRS was suspended for marking attendance against dead person’s name in Gandoh Sub-Division of district Doda. As per the details available with Early Times, the matter came to limelight after a group of villagers from Panchayat Samaie in Block Changa of Gandoh Sub-Division in Doda District lodged a written complaint before Additional Deputy Commissioner Doda, Kishore Lal Sharma who is also District Vigilance Officer Doda, alleging withdrawal of MGNREGA wages against the name of a dead person. Acting on the complaint, as per the order issued by ADC Doda vide No.DVO/D/Vigilance/2020/123-125 Dated 7-8-2020, GRS Shafqat Hussain (Panchayat Samaie) son of Shamas Din of Changa has been placed under suspension in connection with embezzlement of government funds during the year 2019-20.
As per the order, the people of the Panchayat Samaie through one Mohammad Yasir Khan has lodged a complaint against officer/officials of Block Department Changa where under they had alleged that the RDD Department Changa has misused the government funds in Panchayat Samaie, adding that one Janki Ram, son of Shib Ram of Samaie had died on 25-11-2018, but has been marked present on attendance recorded by GRS from 3-2-2020 to 17-2-2020 & 18-2-2020 to 4-3-2020 while the concerned BDO also released the payment as per the attendance.
Beside withdrawing wages against the name of dead person, the complainant also alleged that a pond was shown constructed near Kuna Ghatti, but actually it has not been constructed at the place mentioned while a payment was released by the RDD department for a ground work in Masjid Mohalla Samaie which was never executed.
“Therefore, pending enquiry, Shafqat Hussain (GRS) is hereby placed under suspension with immediate effect and attached in the office of Assistant Commissioner (Dev) Doda. Further BDO Changa, VLW Panchayat Samaie, JE concerned shall report this office along with complete record on 10-8-2020 and explain why action may not be initiated against them as well,” read the order.
