HC issues notices to Secy Rural, ACB & ors in alleged MGNREGA scam in Marwah

JAMMU, Aug 11: In a petition seeking CBI/ACB enquiry in an alleged scam of MGNREGA Scheme implementation at ground level particularly in Marwah block of Kishtwar, Justice Javed Iqbal Wani after hearing Adv AK Sawhney, issued notices to Secretary Rural, Dir Rural, ACD, BDO and Director ACB.
Adv AK Sawhney appearing for the petitioner urged before the court through video conference that there is a big scam of MGNREGA Scheme implementation at ground level particularly in Marwah block of Kishtwar. Several documents are displaying the fraud being committed in 12 Panchayats of Marwaha Distt Kishtwar.
The stones are extracted by the Labourers engaged under minimum guarantee employment scheme and stones collected but are sold by the MGNREGA mafia to the government in several lakhs in connivance with the govt authorities. The extract of allegations highlighted in the petition reads “That the petitioner is villager of remote village of Nowgam in Marwah Tehsil of district Kishtwar and is registered under the Mahatma Gandhi National Rural Employment Guarantee Act. The petitioner has come to know that under the MGNREGA schemes the officials in block Marwah under respondents are taking bogus and fictitious bills from certain blue-eyed people who are shown in the records to be residents and suppliers of materials to the department under the MGNREGA scheme. Interestingly, the respondents and the lower rung staff while preparing the bogus bills have added the same person living in one village to be supplying material in other panchayats and the same people are supplying material/stone etc for the works to the official respondents and bills worth thousands of rupees are cleared on their names and finally the payments go into the pockets of the officials posted there in these blocks/Panchayat and the booty is shared to a certain extent that is a percentage given to these villagers who on whose names the material bills are procured. That this indicates that how old is same people are shown residents of one Panchayat are doubled and also shown to be supplying material in both the panchayats to the tune of lakhs of rupees while as in actual the material is being supplied/brought by the local villagers like the petitioner and not by these people whose bills are fraudulent. The money from the bank accounts is being taken away and swindled by the official respondents in connivance with these locals.
That another glaring example is that in Panchayat Teller the bills for stones are shown to have been issued by one Shabir Ahmed S/o Habibullah and the said person is also shown to have supplied material in Panchayat Dherna. That another glaring example is that in Panchayat Ranie A the bills for stones are shown to have been issued by one Mohd Iqbal S/o Habibullah and the said person is also shown to have supplied material in Panchayat Ranie B.” JNF
