SRINAGAR, Aug 12: In blatant violation of rules and regulations some of the employees of Department of Agriculture in Central Kashmir’s Budgam district have retained amount received with respect to sale of various agriculture inputs in the district up to July this year.
The same has been reflected by a letter shot by Chief Agriculture Officer, Budgam to Sub Divisional Agriculture Officers of Budgam, Beerwah and Chadoora sub-divisions. The SDAOs of the sub-divisions have been asked to recover the amount from employees failing which action under rules would be taken against the employees.
“The District Agriculture Officer (Inputs)-Budgam vide his aforementioned communication has intimated that following amounts realized on account of sale of various agriculture inputs have been retained unauthorizedly by the employees working under your control. As you that retention of government money un-authorizedly amounts to embezzlement and accordingly the said defaulters are required to be dealt strictly under the relevant law,” reads the correspondence CAOB/Dev/2364-72 dated 8-08-2020.
The correspondence further reads, “Before action as warranted is initiated against the erring officers/officials you are directed to ensure that 100% recovery of outstanding from the defaulters within three days. In the meanwhile furnish list of defaulters who are involved in retention of government cash un-authorizedly so that required course of action shall be taken at this end.”
In the correspondence the Chief Agriculture Officer, Budgam has reflected the amount lying with the sub-divisions in this regard. In the Budgam sub-division the amount is Rs. 1, 54,279, Beerwah sub-division the amount is Rs. 1, 10,710 and Chadoora sub-division the amount is Rs. 16,080. The total amount lying with these sub-divisions is Rs. 2, 84,069.
The communication of District Agriculture Officer (Inputs)-Budgam mentioned in the correspondence has been made under letter number DAOI/Dev/229-30 dated 22-07-2020. The letter shot by Chief Agriculture Officer, Budgam has said that the amounts mentioned are excluding the amount under registration of AC Van.
Since four days have passed after the issuance of the correspondence it remains to be seen how many more days would be required by the concerned officer to respond and remit the amount lying with the employees on account of sale proceeds of various agriculture inputs to the department. However, given the lackadaisical attitude of the people at helm it is very difficult to recover the amount from employees.
