Jammu, Aug 13: On Raj Bhawan’s Radar following many complaints of corruption, a deputationist, now Executive Engineer (XEn), figured in the final seniority list of two different departments. Moreover without NOC from his parent department i.e. Public Works (R&B), he managed three promotions in Rural Development and Panchayati Raj (DR&PR).
According to sources, Public Works (R&B) Department in 1997, sent then Junior Engineer on deputation in Rural Engineer Wing RD&PR, but instead of repatriating him back to his parent department, the latter has been promoted him thrice till date.
“The HRM section of PWD (R&B), vide communication No.PW (R&B) G/05/2011-1 dated 03-01-2018 requested, the then Director Rural Development Department Jammu to provide date of birth, integrity Certificate, Vigilance clearance, posting detail, APRs of the said engineer for his regularization as Assistant Engineer, but RD&PR had already regularized him as AE from October 25, 2015 through PSC by the DPC of RDD held on 11-02-2013 without NOC from his parent department (R&B)”, documents available with Early Times revealed.
“The engineer in question availed full salary for four years without any work during his stay at PW(R&B) Construction Division-II. He also got increments regularly. He got himself posted in RD&PR on deputation vide order No. 77-PW of 1996 dated 09-02-1996”, the documents divulged. “He never applied for NOC for his induction in RDD from his parent department. The PWD fixed his seniority in the final seniority list of Degree holder JE since 1997. Now, recently PWD fixed his seniority at S.No. 325 in the final seniority list of Degree holder J.E of PWD(R&B) issued vide order No.460-PW(R&B) of 2019 dated 22-10-2019”, sources said, adding that as per the cabinet decision No. 367 dated 22-09-1985 and Govt order No. 150-RD of 2003 dated 25-06-2003 there was a complete ban for appointment, induction and permanent transfer of Engineers in RD&PR.
“In parent department PW(R&B) the engineer was in waiting list for his regularization as A.E from PSC/DPC but, the RD &PR vide order No.163-RD of 2013 dated 18-06-2013 promoted him as Executive Engineer”, the sources said.
