JAMMU, Sept 15: Terming J&K government’s Back to Village-3 programme a futile exercise, former minister and president District Congress Committee (DCC) Kathua, Dr Manohar Lal Sharma accused the Bharatiya Janata Party of weakening grass roots democracy under the garb of the ‘Back to Village’ programme.
In a press statement issued today, Dr Manohar Lal Sharma alleged that the BJP is using bureaucracy to fulfill its political motives as its own workers and ministers have failed miserably to fulfill the promises made to the general masses of the erstwhile state and thus using government machinery to achieve political gains.
Manohar said Back to Village-1 & Back to Village-2 have proved to be flop shows as nothing is visible on ground as promised during these programmes, adding that Sarpanchs and Panchs had high hopes when the ‘Back to Village’ programme was started in June 2019. Even to their surprise, issues raised during the event have not been addressed to date, and now, the government again conducting phase-3 of the ‘Back to Village’ programme, but Sarpanchs, Panchs and even residents are asking what happened to the problems brought forth in B2V-1 and B2V-2.
“Whatever projects were taken up during the first and second phase of the Back to Village programme have not been implemented at the grass-roots level and further asked when funds had not been released for various works announced in the previous phases of “Back to Village”, then what was the fun of conducting the third phase of the programme?” he said.
Sharma further said that as per government notification the third phase of B2V programme, scheduled in two steps from September 10 to 20 as pre-B2V and October 2 to 20, would be held at a time when the daily number of Covid-19 cases has been showing a sharp spike in the UT and conducting such programme at this time is further endangering the lives of the employees and the masses in general.
He questioned is this the right time to conduct such programmes when COVID cases are rising sharply in the country and the UT of J&K.
