JAMMU, Sept 25: At a time when JK UT administration under the leadership of Lt Guv Manoj Sinha, making every effort to ensure safety of representatives of Panchayati Raj Institutions (PRIs), a murderous attack on a Panch in Poonch district by GRS went unnoticed, despite detailed report sent to Deputy Commissioner by concerned Tehsildar seeking action against violent government officials.
Panch, Ward No 7 village Kandiuiyan, Panchayat Upper Kandiuiyan, Gurcharan Singh, who is also BJP’s spokesperson for Poonch district told Early Times that Tariq Mehmood GRS, Rural Development Department and Masoom Ahmend, SPO Police Department attacked him by iron rods on July 6, 2020 in presence of Magistrate (Naib Tehsildar) Niabat Khanetar, Tehsil Haveli Poonch. “On July 6, 2020 Naib Tehsildar Khanetar visited village Karuylian on the directions of worthy Deputy Commissioner Poonch to resolve a dispute on some water source. While Naib Tehsildar Khanetar was having some deliberations with the locals of the area, two persons namely Tariq Mehmood and his brother Masoom Ahmed, both sons of Sraj Din and residents of the same area, came from a distance and without any apparent reason started brutally assaulting Gurcharan Singh, who happens to be a ward member of that Panchayat also”, Tehsildar Haveli wrote in his letter to DC Poonch.
“On the basis of ground report regarding the incident submitted by Naib Tehsildar, Khanetar, Tehsildar Haveli Poonch Anjum Bashir Khan Khattak on July 10, 2020 wrote a letter to Deputy Commissioner Poonch, to take action against the violent government officials i.e. GRS and SPO”, Panch said, adding that after lapse of more than 10 weeks no actions have been initiated by the District Administration against the duo.
“This act of the attackers Tariq Mehmood who is a GRS and Masom Ahmed SPO created a sort of Law and order problem in the area that too when the Magistrate was present on the spot. The copy of the letter of Naib Tehsildar Khanetar addressed to the undersigned and to Station House Officer Poonch enclosed with, which are self-explanatory”, letter further wrote, adding that in this backdrop it was strongly recommended that strict departmental action may be taken against the government servants Tariq Mehmood (GRS) and Masoom Ahmed SPO.
“Poonch Police registered a case against them, but attackers managed anticipatory bail”, he said, adding but inaction of district administration into the case exposes how serious govt is towards the security of PRI members.
Deputy Commissioner Poonch Rahul Yadhav when contacted said that the official has been suspended, meanwhile Police have also registered a case into the incident.
Rejecting, DC’s statement the aggrieved Panch and BJP leader claimed that the district Chief was telling a lie. “On 23rd September, Tariq Mehmood, GRS Jhalas Panchayat was stage secretary during DC’s tour of Panchyat under Jan Abhiyan, even during DC’s visit local raised issues of malpractice and disproportionate assets accumulated by this low rank official”, he added.
