SRINAGAR, Sept 26: The people at helm go out of way to shower benefits on their own people and in this process the laid down procedure, rules and regulations go for the toss. At the end of the day the deserving feel that they have lost the race.
Principal Government Degree College, Ganderbal issued a notice in the local media for the purchase of books and periodicals for all the subjects being taught at the college for the academic year 2020-21. In this regard the expression of interest was invited from the registered suppliers/books sellers/publishers to offer maximum possible discount.
September 16, 2020 was notified as the last date of submission of the offers by the empanelled books suppliers. The bidders were asked to submit offers in sealed packets affixed with revenue stamp of Rs. 5 along with the CDR of Rs. 20,000. The same was to be pledged in favour of Principal Government Degree College, Ganderbal.
One of the bidders reached the office of the Principal at about 3:45 PM on the last date with the hope that his offer too would be entertained, but that was not to be. The official who was supposed to receive the offer was busy on the phone and he wasted some 16-17 minutes and ensured that the offer is not accepted.
“At 4:01 PM the concerned official dropped the phone and told me that there is no issue and he would accept the offer. However, in no time he changed his statement and said that it is a crime to submit the offer the deadline and that he cannot be a part of the crime story. I fail to understand how it is a crime,” said the bidder.
The bidder said that he entered the room well within the time adding that the college authorities are absolutely wrong in claiming that the packet containing the offer was handed to the concerned official at 4:07 PM. He said that he is not responsible for the prolonged phone call and that the blame lies on the official who ensured that the offer is not accepted.
“We were told that we are going to have a meeting with the Principal next day at 10:00 AM. We reached for the meeting at the right time but were kept waiting for two and half hours. At 12:30 PM the Principal appeared on the scene and told us the meeting cannot take place since he is busy with a video conference,” said the bidder.
When contacted Principal Government Degree College, Ganderbal, Bashir Ahmad Parray said that the offer was received late by his office and that there is no other reason for not accepting the offer. He however said that it is no crime to submit the offer beyond the last date of submission.
