Rajouri: 14 years on, construction of HDD office complex yet to commence

Rajouri, Sept 26: Even after the lapse of nearly 14 years construction of office Complex of Handloom Development Department at Rajouri is yet to begin.
Sources told Early Times that the Handloom Development Department (HDD) had proposed to construct its own office complex at Rajouri in 2006 and requested the District Administration Rajouri to identify land for the purpose.
In the meantime, the HDD accorded administrative approval for construction to the PWD (R&B) Division, Rajouri without availability of land and released Rs 50 lakhs. “A piece of land measuring two kanals was identified in village Rampur and final award issued in 2009 by the Revenue Department for which Rs 10 lakh was released by HDD for payment of land compensation,” they said further adding that despite the payment to Revenue Department, the HDD could not acquire the land as the owners obtained stay orders from the High Court against the acquisition.
Meanwhile, despite the matter been sub-judice, PWD (R&B) Division, Rajouri, which was the executing agency, framed the Detailed Project Report (DPR) in 2011 for construction of the building and subsequently HDD accorded administrative approval for the project and released funds to the executing agency for construction of the building, they informed.
Although work could not be started due to non acquisition of land but the fund was utilized by the executing agency on procurement of material which was later diverted for other works, they said.
“The action of the HDD to continue to progress the proposal and accord administrative approval for construction of building as well as release funds for the purpose when acquisition of land on which the building was to be constructed, was sub-judice resulted in blocking of funds spent on procurement of material for over four years and Rs 10 lakh paid for acquisition of land for a period ranging between five and 10 years,” they alleged.
