Jammu, Oct 7: Jammu and Kashmir Sports Council--the highest sports body of the Union Territory--have kept promotions of its staff at halt since a long time to allegedly appease the blue-eyed. No promotion has taken place in the department since years due to the 'wrongdoings' of some officials, reliable sources said. As per the rules, sources said, Junior Coach is to be promoted to Senior Coach followed by Chief Coach, Manager, Sports Officer and Chief Sports Officer. "Previously to promote from one level to another, a five year time frame was fixed, which was reduced to the period of three years but unfortunately many of the employees are still awaiting promotion despite seniority and all eligibility," sources said. Before abrogation of Article 370, the total posts of managers were 22, but after the bifurcation of the state into two Union Territories, two posts were shifted to UT of Ladakh and 20 kept with UT of J&K. According to the sources, barring three occupied posts, rest 17 posts of managers filled with persons which are 'not eligible'. Also, as per the official record accessed by UNI from the office of the J&K Sports Council, many blue-eyed, who were even 'not eligible' and 'qualified' to be engaged in the department, have been given special considerations following which the promotions of the deserving have come to a standstill. "Whenever the Departmental Promotion Committee (DPC) meets, comprising top administrative officials from Finance, Planning, GAD and Sports Council, they have to follow all the norms. But still undeserved got promoted and it must be probed," sources said. "In some cases the seniority list has also reportedly been sidelined to accommodate favourites and when objections were filed, the promotion process was ceased," they said. There are a total of 62 posts of Junior Coach in the Union Territory out of which, 23 are filled. However, with the retirement of one coach from volleyball discipline and untimely death of another in a road accident from Yoga department, presently 21 are occupied. Moreover, there are 18 posts of senior coach and after the retirement of one from football discipline, total 17 are presently occupied. All eight posts of Chief Coaches are occupied while only three posts of Managers out of 20 are filled (all in Jammu). In Sports Officers posts, all three posts (Kashmir two, Jammu one) are occupied while the post of Chief Sports Officer is still lying vacant due to a legal matter. |
