BGSBU skips annual budget meetings, no enhancement approved

Jammu, Oct 21: Showing utter disregard towards the annual budget, the representatives of Baba Ghulam Shah Bhadshah University (BGSBU) have skipped the meetings, being conducted by the Finance department for the preparation of Budget Estimates of the next financial year 2021-22 and Revised Estimates of the current financial year 2020-21.
Giving a miss to these important budget meetings has cost the BGSBU dearly as against the proposal of a minimum of 10 percent annual enhancement in the budget the Finance department has reportedly refused to approve even an enhancement of one percent. Sources informed Early Times that on October 19 the Finance department had called the budget meetings of the Higher Education department. The budget for all the Universities of Jammu and Kashmir has to be finalized in the meeting.
“All the representatives of the Universities including their Registrars, their Finance officers, beside other staff dealing with the budgets were present in the meeting being chaired by the Financial Commissioner Arun Kumar Mehta”, sources said, adding that when the agenda item regarding Baba Ghulam Shah Bhadshah University came for discussion, the meeting expressed shock over the absence of any representative of the University in the meeting.
Sources said that apart from the Registrar, even a single official of the University was not present in the meeting to put forward their estimates or gave a presentation in the important budget meetings.
“The meeting took exception to the utter disregard shown by the representatives of BGSBU in the meeting, which was of utmost importance for University’s financial aspect as only the enhancement in the budget would decide the future course of action of University”, sources said, adding that against the 10 percent enhancement proposal in the next financial year’s budget, the meeting refuse to approve even one percent enhancement.
Sources further informed that the same University had got 100 percent increase in the annual budget in the last two years, with revenue budget enhanced from Rs. 9 Crores to 19 Crores, while Capex budget enhanced from Rs. 2 Crores to 12 Crores.
“No enhancement in the budget will ultimately prove detrimental for various aspects of the University as finance in the lifeline to start any course or to continue any course”, sources said, adding that the loss would be felt by varsity in coming years.
