ACB produces charge sheet against retired Naib Tehsildar, Patwari

JAMMU, Oct, 25: Anti-Corruption Bureau produced a charge sheet against a retired Naib Tehsildar, a serving Patwari and others for illegal mutation of State land.
The charge sheet was produced against accused in-service public servant namely Zaffar Iqbal, son of Mohd. Aslam of Nakka, Mangheri, Tehsil Mendhar A/P W.No.2, Sukha Katha, Poonch, then Patwari Halqa Degwar/Ajote, Poonch, Bashir Ahmed Khaki, son of Abul Gaffar Khaki of Loran A/P Ward No 14, Allapeer Mohalla, Poonch, then Naib Tehsildar Haveli Poonch (now retired) and Ali Mohd, son of Kaka Gujjar of Degwar Maldialian before the Court of Special Judge Anti-Corruption Rajouri in case FIR No.44/2018 registered in P/S VOJ (now ACBJ) under section 5(1) (d) r/w section 5(2) of J&K PC Act, Samvat 2006 and section 120-B, 201 RPC.
The instant case was registered on 28.12.2018 in P/S VOJ (now ACB-J) on the outcome of verification conducted by the Vigilance Organization (now ACB) into the allegations that Zaffar Iqbal, then Patwari, Halqa Degwar/Ajote, Poonch issued Fard Intikhab in respect of forest/state land to villagers who further sold the land to land grabber from Degwar to Ajote, Haveli. During verification relevant revenue record of Degwar, Maldialian and Ajote Village of Tehsil Haveli District Poonch were scrutinized and it was found that then Patwari Halqa Degwar/Ajote Zaffar Iqbal illegally prepared mutation No.1040 mutation No.1055 in violation of provisions enshrined in orders Nos.LB-6/C of 1958 & S-432 of 1966 for the state land measuring 10 Kanals falling under Khasra No 390/1 of village Degwar Maldialian and further attested by Bashir Ahmed Khaki, then Naib Tehsildar Haveli Poonch (now retired) in favour of (private beneficiary) Ali Mohd. s/o Kaka Gujjar r/o Degwar Maldialian, who was not in continuing possession of said land since 1957-58.
During investigation, FSL expert who examined specimen/admitted/questioned documents has further authenticated the entry & attestation of the said mutations by the said accused public servants (revenue officers/officials). After completing the investigation of case, sanction for launching of prosecution of the accused in-service public servant was also obtained from the competent authority and Anti-Corruption Bureau J&K produced charge sheet against the above mentioned accused persons before the Court of Spl. Judge Anti-Corruption Court Rajouri. The next date of hearing has been fixed for December 18.
