JAMMU, Oct 27: Making a mockery of the School Education Department, the Government of Jammu and Kashmir Union Territory appointed a fifth Secretary of the department in two years of period creating chaotic situation in the department. Many important issues which were lying pending since years are still facing delay, with this decision of the government.
The progress of the School Education Department of the JK UT can be well assessed from the developments going on Administrative level in recent past two yeras, which clearly shows that the government is not serious to improve this sector, which has been struggling with many odds.
Sources told Early Times that the pending issues of various cadres of the teaching community are being ignored and delayed continuously with unexpected change in administrative position. A new secretary hardly starts understanding the issues of the department then the government makes his or her transfer, which raises question marks on the ill intention of the government.
They further said that the details of the last two years of transfer of the secretaries clearly show the dismal picture of the Department. “Ajit Kumar Sahu remained secretary SED from September 2018 to March 2019, Sarita Chouhan from March 2019 to Dec 2019, Hirdesh Kumar Singh from January 2020 to March 2020, Asgar Ali Samoon from March 2020 to October 2020 and now BK Singh has been appointed as new secretary School Education Department,” they added.
They further said that around eight meetings of DPC were postponed during the tenure of these four secretaries in the last two years due to which the issue of teaching community particularly the regularization remained almost unaddressed.
“When Sahu assumed charge in 2018, he scheduled the DPC meeting on March 12, 2019 but it was postponed and rescheduled on March 18, 2019, which also could not be held. Similarly the next DPC meeting was fixed on July 15, 2019, although this meeting took place but only few regularizations were made and that too came under controversy alleging partiality, later meeting was scheduled in January 2020, which could not be held as the secretary was transferred. Next meeting was fixed on March 17, 2020 but not held then Asgar Samoon fixed the meeting on August 25, 2020 but was postponed then rescheduled on September 30, 2020, which was again postponed, he again rescheduled the meeting on October 15, 2020, which was postponed,” they said.
