WPHRF criticizes reservation in Panchayati Raj constituencies

JAMMU, Oct, 28: In reference to J&K UT amendment to Panchayati Raj Rules (DE 25/10/2020) and Govt Notification No DIP/J-6326/20 dated 26-10-2020 (DE 27/10/2020) regarding final delimitation of District Development Council Constituencies in Jammu District, Chairman West Pakistani Hindu Refugee Front J&K, Sub Maj Madan Lal Dubgotra expressed concern that the amendment to Panchayati Raj Rule undertaken by the J&K UK Govt as well as the Notification regarding reservation of District Development Council (DDC) Constituencies are discriminatory in nature and injustice with the people of Open category and the OBC category.
These communities have been betrayed by the State Govt orders issued for election of District Development Council (DDC) under Panchayati Raj. As per the Notification for reservation of DDC Constituencies, 36% constituencies have been reserved in Jammu District for the Scheduled Castes by J&K Govt against 15% as prescribed in the Constitution of India. As 5 DDC constituencies ie. Arnia, Bishnah, Marh, Miran Sahib and RS Pura have been reserved for Scheduled Caste and women (SC) out of total 14 constituencies in Jammu District, which is unconstitutional and illegal.
While according to 15% reservation as per constitutional provisions, only 2 constituencies are worked out to be reserved for Scheduled Caste in Jammu Distt. Reserving 5 DDC constituencies to SC out of total 14 constituencies in Jammu Distt is unconstitutional, great injustice and betray with the open category who has been deprived of 3 constituencies as excess constituencies have been reserved for SC category against the prescribed percentage, he said.
