JAMMU, Oct, 31: After constitution of Presidium of J&K High Court Bar Association Jammu , Presidium convened its first meeting wherein it was observed that Constitution of Bar Association needs overhauling and committee is constituted to make new constitution which will be put to General House of Bar for debate /acceptance.
The first meeting of newly Constituted Presidium of Jammu Kashmir High Court Bar Association Jammu met today in Press Club Jammu under standard Covid-19 norms, under Chairmanship of Ved Raj Wazir Sr. Advocate and was attended by its members P.S Dutta Senior Advocate, D. Saini Advocate, Surinder Singh Advocate, M. A. Goni Senior Advocate, M. K. Bhardwaj Senior Advocate, P. N. Raina Senior Advocate, R. K. Kotwal Advocate, Sunil Sethi Senior Advocate, and Radha Sharma. Proceedings were coordinated by Pawan Kumar Manni Advocate as Member Secretary.
Presidium discussed threadbare all circumstances in which Presidium came to be constituted and the problems facing Bar. Presidium agreed that past glory of Bar Association has to be achieved back by taking every step and by involving all members of Bar in the process of reconstruction and restructuring of Bar Association.
In the meeting Presidium objects to contents and passing of full Court Resolution on court references on deaths of advocates, without taking into confidence or holding talks with Advocates. It is decided that till this resolution is taken back, Bar Association not participate in any full court reference, welcome or farewell functions on or for High Court . Bar Association will utilize 1/4 of its fixed deposits for financial assistance to needy advocates and will additionally request LG to issue grant of sufficient amount atleast 1 crore at disposal of Bar for financial assistance during Covid 19 times . Bar will also write to High Court to place at disposal of Bar, the funds of Advocate Welfare funds as also fund maintained by District Judge, which money belongs to advocates so that it can be used for welfare of young advocates during Covid 19 times. Bar Association file application to become party in contempt matter against 4 young advocates and will also represent for making all members of Bar to party respondents to stand with our colleagues and to face same situation . Constitution of Bar Association needs overhauling and committee is constituted to make new constitution which will be put to General House of Bar for debate /acceptance.
Presidium commits to hold elections of Bar as early as possible after passing of new constitution. Presidium declares that it has no desire to hold position even for a day longer than what is absolutely necessary. Presidium will take on board all members especially Young lot in taking any decision for Bar Association.
Presidium also decides to take up issue of Registration work and restoration of powers to Judicial Magistrates or creating offices of Sub Registrars within court premises to mitigate problems of general public as also Advocates, with the Govt. It decides to continue fight till issue is resolved to the satisfaction of fraternity. —JNF
