Expensive water meters gather dust in stores
Installation process being expedited, says Executive Engineer

Jammu, Nov 27: The alleged improper planning of the Jal Shakti (PHE) Department before purchasing water meters has caused huge financial loss as around 50% devices worth crores are gathering dust in the stores.
Sources in the department told Early Times that M&P divisions of both regions procured water meters amounting over Rs 2 crore around five years ago without assessing the requirements and ensuring their installation over a period of three years.
They further said that as per guidelines of the J&K Water Resources (Regulation and Management) Act, 2010 which provides for realization of water usage charges from the consumers fixed by the authority on a metered basis. “Accordingly 27,000 water meters of diameter ranging between 15 mm and 150 mm were purchased in two M&P divisions at the cost of over Rs 2 crore. However, only 50% water meters were issued by the both divisions to various user divisions and the balance water meters valuing one crore are lying unissued in the stores of two M&P divisions,” they added. Astonishingly, the warranty period of water meters has already expired and user divisions also issued 50% water meters for installations and the divisions also did not prepare consumer details where these devices were to be installed, they said.
“The reason behind non issuance of balance water meters is non-requisition from the user divisions,” they added.
When contacted the concerned Executive Engineer Ground Water Jammu Division, said that all efforts are being made to expedite the process of installation of water meters for registered consumers. “We are also assessing the same progress in other divisions also and the concerned officials have been directed to expedite the process,” he said.
