Jammu, Nov 29:

I received a call from Raj Bhawan next day (26th Nov) over the grievance raised by me in public domain about the harassment by the Police and security personnel for spoiling the marriage functions of my son. A top official was on line who told me that LG sahib wanted to speak with me over the issue. I told him to express my thanks to the Hon’ble Lt. Governor as it was inappropriate for me to engage with him over phone in too much high celebration beats going on at my home. He took the brief and was apologetic for what happened and asked me to re-send him my letter dated Oct. 08 that I addressed to Hon’ble LG. I simply told him to resolve my issue as the security apparatus had already spoiled our two functions midway in the name of VVIP movements.
I had a sigh of relief when I was told that on the instructions of Raj Bhawan, the LG’s movement was diverted from Radio Station side next day and the Shaghun Function at my residence was held smoothly without interruption.
In the evening, SDPO City, Satish Kumar visited my place and expressed regrets for what had happened with us which he attributed to some communication gap. He was a soft-spoken person who gave me a courteous hearing surprisingly an extreme opposite to the discourteous and coercive language used by SHO Pucca Danga, the other day, who confronted me like a Singham in front of my residence gate in the presence of my wife. Had the polite SDPO not been in uniform, I would have never dealt with him as a Police officer!
Subsequent functions too passed on peacefully. SSP Traffic Shiv Kumar Sharma too made a point visit on the spot to reassure me of all assistance during my functions. Thanks to the Hon’ble Lt Governor, Manoj Sinha and his senior officers at Raj Bhawan for being fabulously sensitive who took seriously the concern of civilian harassment in the name VVIP security and movements even at the cost of human existence. It was not only my case rather it is a reflection of such sufferings that people bear during such VVIP movements. While mine was a celebration, there may be someone stuck up on side-roads and crossings having labour pains or kidney pains facing life or death situation; some youth could be on way to examination centre for academic/competitive tests and miss his lifetime opportunity; some funeral procession may be on the other side of the road when traffic is halted in the name of security, so on and so forth.
I will be failing in my duty if I do not bring to the notice of Raj Bhawan at least two important points emerged out of my episode.
First, the LG’s Administration has to train and cultivate a humane approach among police officials whom the citizens do not identify with, keeping in view their hegemonic and arrogant behaviour. A section of top police officers has developed an elite group (Kar-e-Khaas) within the police force who always manage their postings as professional SHOs during most of their career using all means while many among them never get such an opportunity. Such officers spoil the hard-built image of the Administration in the eye of public. Better they should be assigned some other work under the supervision of senior police officers at HQs or elsewhere.
Second, there is some vacuum or disconnect within Administrative apparatus in dealing with the issues of public welfare and public grievances which should have taken timely without waiting for the intervention at Raj Bhawan level as relief after perpetrating sufferings is bereft of the pride of being a citizen of this country.
