Implementation of Central scheme of financing facility under AFI

JAMMU, Dec 1: The Jammu and Kashmir government has sanctioned Union Territory and District Level monitoring committee for implementation of the central scheme of financing facility under Agriculture Infrastructure Fund (AFI) in J&K.
"Sanction is hereby accorded to the constitution of UT Level Monitoring Committee and District Level Monitoring Committees for each district for implementing Central Sector Scheme of Financing Facility under "Agriculture Infrastructure Fund" in the Union territory of Jammu and Kashmir", reads the order issued by General Administration Department.
The Union Territory monitoring committee will be headed by Chief Secretary, Jammu and Kashmir (Chairman), while as Administrative Secretary, Agriculture Production & Farmer's welfare department (SNO Agriculture Infrastructure Fund), Administrative Secretary, Horticulture Department, Administrative Secretary, Cooperative Department, Registrar, Cooperative Societies, J&K, Chief General Manager, NABARD, J&K, Regional Director NCDC, Mission Director, MIDH J&K, Director, Horticulture (P&M), J&K, Additional Secretary to the Government Horticulture Department (SNO, PM-Kisan) and Convener, Union territory Level Bankers Committee will act as members.
While as the Union Territory committee will implement the NLMC guidelines at the UT level and provide feedback to NLMC. Also, the committee will guide and steer the implementation of the scheme in the UT and will examine and approve the selected list of beneficiaries/projects for inclusion in the scheme in consultation with DLMC. The committee will set the targets as per OOMF format and review the progress regularly.
While as District Level Monitoring Committee (for each District) will have Deputy Commissioner as Chairperson, whereas, Additional District Development Commissioner, Chief Agriculture Officer, Chief Horticulture Officer, Deputy Registrar, Cooperative Societies, General Manager, Industries, Feed District Manager of DLBC and District Manager, NABARD will act as members.
The District Level Monitoring Committee will implement and monitor system within the overall framework and identify the beneficiaries, to ensure the viability of the project and prepare viable project reports to support the beneficiaries in collaboration with PMU.
Also, the committee will examine the proposal and recommend to LMC for consideration, set targets in consultation with UTLMC as per OOMF format and monitor the progress closely with the support of PMU, maintain the Dashboard in collaboration with PMU and to ensure smooth implementation of the scheme and resolve any issues at the district level.
