Funds under NRDWP: PHE Deptt overlooks maintenance of records

Jammu, Jan 9: The Public Health Engineering (PHE) Jal Shakti Department has overlooked the important aspect of maintenance of records of funds received and released under National Rural Drinking Water Programme.
Sources told Early Times that as per NRDWP guidelines, which provide that the accounting system should be based on the well-established Public Works Accounting system adopted by the concerned administration.
Pertinently, the NRDWP was launched as a flagship programme for providing safe drinking water to the rural population on a sustainable basis. “For proper accounting of the funds, the Administrative Department/ State Water Sanitation Mission were required to maintain the details of funds released including Center share/ State share to show the right picture of receipts, availability and release of funds,” they added.
They further maintained that it has been observed that cash book, to monitor the receipt of funds and their further release, had neither been maintained by the Administrative Department/ State Water Sanitation Mission nor by the office of the Chief Engineers, due to which it was difficult to ascertain the position of receipts and releases made under the Programme.
Sources further said that the cash book was not maintained by the department as the releases of funds were used to be followed through Integrated Management Information System (IMIS) and despite pointing out on this issue by higher authority, the practice was not changed.
