Working of HRM Cell criticized for delaying tactics in holding DPC meetings

Jammu, Jan 12: The faceoff between the School Education Department and in-charge gazetted cadre has deepened with the continuous delaying tactics being adopted by the former by not holding long pending meetings of Departmental Promotion Committee for regularization of in-charge lecturers.
Besides, the functioning of Human Resource Management (HRM) Cell created for the redressal of the various issues including regularization has been strongly criticized for harassing the in-charge lecturers in adopting delaying tactics. The resentment among the aggrieved lecturers has been growing higher as a result in-charge gazetted cadres body has given ultimatum to the department to launch aggressive agitations in support of their demands.
Sources told Early Times that the HRM Cell of School Education Department which was created on the decision of State Administrative Council (SAC) held under the chairmanship of the then Governor S P Malik on 7-12-2018 to regularize all 11,000 in-charge gazetted cadres, 500 expired, 3500 retired 7000 serving not confirmed since 2007 were given one time exemption as an extra ordinary situation has arisen due to huge backlog but Cell continuously made delay. They further said that the General Administration Department had constituted a five member committee under the chairmanship of secretary education vide Order No: 115 GAD of 2019 dated 23-1-2019 and regularization committee met on 15-7-2019 and cleared 856 cases only since then seven DPC meetings have been postponed due to one or other reason and transfer of four secretaries of the School Education Department were witnessed which sabotaged the process every time.
Sources further informed that despite submission of all required formalities including vigilance clearance, integrity, work and conduct , APRs with the HRM Cell of the department through directors in the year 2019 but the same formalities are again being demanded putting the teachers into great distress.
