Chairman BDC, PRIs urge admin to seize unauthorized stone crushers in Halour

DODA, Jan 13: Chairman BDC Changa and other representatives of various panchayats in the block have strongly demanded seizure of the illegal stone crushers and hot mix plant installed in village Halour of Sub Division Gandoh. Expressing their grave concern over the menace of illegal mining in the area, chairperson BDC Changa and sarpanchs/panchs alleged that the erstwhile district Doda is a hub of illegal mining in J&K UT . Giving details he said that in village Halour of tehsil Bhallesa district Doda an illegal Hot Mix Plant / stone crusher has been installed on the name of M/s Wali Constructions Prop. Javed Iqbal Zargar. This has become a life threat to the residents of the area. The Chairman informed that he has submitted written compaints and applications several times to District as well Sub-Divisional Administration regarding the illegal practice below the Changa Dudwar road opposite side of the Tawai habitation but administration at all levels ignored the repeated requests and this deliberate denial by administration clearly shows hand in glove with the contractor.
It is worthwhile to mention that hot mix plant and stone crusher is within the vicinity of habitations where health / educational institutions are located due to which the Pollution Control Board has served the notice to the hot mix plant and stone crusher owner namely M/s Wali Construction Prop. Javed Iqbal Zargar and clarified that his request for establishing hot mix plant has been examined and rejected under section 25/26 and section 21 of the Water (Prevention and Control of Pollution) act, 1974 and Air (Prevention and control of pollution) Act, 1981 respectively.
The hot mix plant / stone crusher owner M/s Wali Construction approached the Chief Engineer PMGSY Jammu who recommended his case for installation of mini mobile hot mix plant / mini stone crusher to provide the all weather connectivity in the area and on the same recommendation the Asstt Commissioner Revenue Doda allowed him for installation of hot mix plant / stone crusher in shamlat deh land under khasra No. 89 min of village Dudwar subject to some terms and conditions. Instead of Khasra No. 89-Dudwar he installed the plant in Khasra No. 325-326 of Halour village.
Land owner, on whose land this illegal plant is installed approached the administration but being poor he cannot knock the doors of law, he was not listened by the administration. Moreover, it is pertinent to mention here that habitation of thousands and institutions nearby are facing trouble due to it, as it is life consuming. Owner being politically sound is provided NOC by some officers without visiting the site and knowing the hazards of the plant. We need a transparent enquiry in the matter through any third party commission purely for the best interest of the health/welfare of the poor public and the action under rules shall be taken against the earring officer who has issued these NOCs violating the Water (Prevention and Control of Pollution) act, 1974 and Air (Prevention and Control of Pollution) Act, 1981.
It is a plea of public through BDC Chairman Changa to Lieutenant Governor of J&K Manoj Sinha who is a man of principles to personally look into the matter and issue instructions as well as orders to seize the illegal hot mix plant / stone crusher installed in Revenue village Halour.
