PDA floats tenders in violation of fresh Finance Department’s rules

Anantnag, Jan 13: In blatant violation of fresh Finance Department norms, the Pahalgam Development Authority (PDA) has floated tenders allegedly to benefit a blue-eyed person.
According to reports PDA has floated tenders for procurement of chemicals and electrification of Lidder Valley Golf Course Pahalgam without getting the formal administrative approval and technical sanction from the higher authorities of Tourism Department.
Last year in the month of December, the Finance Department issued a circular vide on 24-12-2020 directing all departments to incorporate the administrative approval and Technical Sanction numbers in the tenders they float.
“It has been brought to notice of Finance Department that in some cases of tenders, through administrative approvals and technical sanctions are started to have been accorded, still there are delays in due payments because of non-availability of references related to Administrative approvals and Technical Sanctions,” reads the order, a copy of which lies with Early Times.
The Department in its order has directed all departments incorporate the reference numbers in tenders which means that the all the departments have to get administrative approvals and technical sanctions of works before floating tenders however the directions are being thrown to dustbin at PDA.
The Executive Engineer at PDA recently floated tenders worth Lakhs of rupees for procurement of chemicals and electrification of Lidder Valley Golf Course; however the reference numbers of Administrative Approval and technical sanctions weren’t mentioned in the tender notice.
Sources said that the tenders were floated in violation of the directive of the Finance Department as the Tourism Department hasn’t yet accorded administrative approval to those works neither has accorded technical sanction to them.
Sources alleged that earlier the Executive Engineer had allotted the dormitory works of Lidder Valley Golf Course to a contractor without floating tenders.
Contractors at Pahalgam alleged that the concerned officer was attending office once in a week and was always delaying release of payments to them due to reasons only to him.
On being contacted, Executive Engineer PDA refuted the allegations and said that all the works have been approved and technically sanctioned. On being asked why the references weren’t mentioned in the tender document, he said it was necessary to mention the references numbers as per the new circular.
