Contractor alleges corruption in RDD

Samba, Jan 17: Tarsem Lal Contractor/Supplier/in a press conference at Vijaypur has accused the conduct and behaviour of the Rural Development Department, Block Vijaypur and Technical wing of REW Samba and levelled a serious charge of demanding corruption for releasing the pending bills of construction of building of District Training Institute, Vijaypur.
He said that he has supplied the material and labour for the construction of District Training Centre, Vijaypur since 2014 to 2016. The construction work of District Training Centre, Vijaypur has been completed and the building has been handed over to the department.
The offices of the Sarpnach, Chairman BDC, Back to village programme also have been conducted in the said building, Jan Abhiyan programme has also been conducted in the said building. Moreover, the meeting of Deputy Commissioner, Samba as well as Worthy Advisors to LG of J&K UT also have been organised in the said building.
But the outstanding bills are not releasing by the department despite of the fact the building has been completed since 2018 and the said building is being used by the Administration during election process of Panchayat as well as Block Development Chairman and many offices are functioning in said building. Tarsem Lal told that the outstanding bills are lingering by the department on one pretext or other without any reason.
The Block Development Officer - DDO as well as REW officers are playing tactics by shifting the liabilities over one another. It is astonished to known that when the outstanding bills were produced before Executive Engineer, REW Ashok Pagotra for authentication and attestation for making the outstanding bills.
He has not attested the bills levelling allegation that the building has been constructed without obtaining the Technical Sanction. It is not known whose responsibility was to obtain the Technical Sanction and how the works has been executed without technical sanction and part bills have been released without prior sanction. Moreover, the Technical Wing intentionally prepared bills at the lower rate in order to cause harm to the mates/contractors. He urged LG to intervene into the matter and issue the strict direction to release the pending bills and delinquent officials be dealt under law.
