Horticulture Deptt fails Market Intervention Scheme
Blocking of Rs 1.5 cr payment of apple growers by Deptt fails to attract them this year

EARLY TIMES REPORT

JAMMU, Jan 17: Despite spending lakhs on the publicity of Market Intervention Scheme by the Horticulture Department Kashmir, it failed to attract the apple growers to sell their produce under this scheme as farmers were unhappy with the department for not clearing their pending payment of Rs 1.5 crore.
Sources in the Department told Early Times that the scheme was launched with much fanfare in November 2020 with assurance to the fruit growers to give them reasonable prices of their produce but shockingly majority of growers except few didn’t turn up to the procurement centres and sold their produce from other modes.
They alleged that the fruit growers expressed their resentment by not coming to the procurement centres under the scheme as the Horticulture Department Kashmir had not cleared their last years’ payments amounting Rs 1.5 crore.
It is pertinent to mention here that the Union Government had approved extension of the Market Intervention Scheme for procurement of apples in Jammu and Kashmir for the year 2020-21 wherein it was being expected that around 12 LMT of apples can be procured under this scheme through National Agricultural Cooperative Marketing Federation of India Ltd (NAFED).
“Around five procurement centres were set up in Kashmir region including Srinagar, Shopian, Kulgam, Baramulla and Anantnag wherein teams of NAFED had to make procurement after quality control. But this year only 115 boxes of apples were sold at one of the centres whereas last year huge participation of apple growers was witnessed but after non release of their pending payment by the department changed their mind by not becoming part of the scheme this year,” they alleged.
They further said that although the department had Rs 50 lakhs out of Rs 1.5 cr but it didn’t disburse the amount among the farmers which got them angry. This was a total failure of the Horticulture Department to convince the apple growers to take advantage of MIS, they added.
