For central- heating at bungalow, JKPCC babu dupes Govt hospital!

Srinagar, Jan 17: The Jammu and Kashmir Project Construction Corporation (JKPCC) official has come under scanner for allegedly duping the government for millions of rupees “only to get” a centrally-heating system installed at his bungalow here.
Official documents reveal that a Deputy General Manager of the JKPCC has come under the scanner for violating norms by installing an “improper centrally heating system” at a government hospital here thereby putting the government to loss worth millions of rupees.
Official documents reveal that the official installed the improper central heating at Psychiatric Hospital in Srinagar despite an official notification from the Principal of the Government Medical College Srinagar to refrain from misuse of public money on the heating system which was not recommended.
Official correspondence from the Principal GMC Srinagar to the Managing Director JKPCC reveals that the corporation was asked to stop the installation of the improper heating system at the hospital.
“This is in reference to the representation from Civil Citizen Forum regarding the subject addressed to the undersigned with a copy to the Commissioner Vigilance Srinagar as well.
In this connection you are requested to stop the installation of the VRV System at Psychiatric Disorder hospital Srinagar as already discussed with you in a meeting in my office two months back,” reads the letter from the GMC vide number MC/Plan/361-B710-12 in 2017.
Experts said the VRV technology was not fit for government hospitals but mainly for small houses.
“Using VRV technology for government hospital means misuse of the heating system as such hospitals are governed by a set of rules with regard to use of heating system which starts from November 15 to March 15 and has to be maintained as per the heating standards as prescribed by the government,” said an engineer.
Sources in the JKPCC said most of the officials were shocked why the JKPCC was not installing a proper heating system as recommended by the government.
“Finally the plot got exposed as the same VRV technology heating system was installed at the mansion of the boss (DGM),” said a delegation of JKPCC employees on the condition of anonymity.
The officials said, as per the norms, the misuse of government money, which the DGM had allegedly done, should be taken back from his salary.
Though numerous cases have been filed against the official, he has not been suspended as yet.
The said official couldn’t be contacted for comments.
But then, what action has the government taken against the official? And has the Lieutenant Governor Manoj Sinha been informed about the irregularities of the said official which led JKPCC to suffer losses?
