Director FCS&CA sides with scamsters, refuses to answer basic question

Anantnag, Jan 25: Director Food, Civil Supplies and Consumer Affairs Department Kashmir Bashir Ahmad Khan on Monday instead of answering basic questions related to kerosene oil scam preferred to side with scamsters.
“I am not supposed to give you any information. We are going to rebut your story and from now be cautious,” Khan told this reporter in a bid to stop Early Times from uncovering the truth and reporting facts.
However, Director FCS&CA Bashir Ahmad Khan admitted that an officer had written to his Deputy Director about the surplus supplies. “This is an internal matter of department and we will communicate with our officer,” he said.
Asked whether he was receiving share of the money the officials of his department were earning from selling the surplus supplies in black market, the officer abused this reporter.
Later in the day, Director FCS&CA Bashir Ahmad Khan, also misled his Commissioner Secretary and also attempted to mislead the people of Kashmir at large.
In a letter addressed to Director Information J&K and Commissioner Secretary Food, Civil Supplies and Consumer Affairs Department, Khan claimed that PDS Kerosene Oil supply was being distributed among the AAY/PHH category in strict compliance with Section (6) of Sub-Section (2) of SRO 285.
He also claimed that the department distributed the surplus PDS Kerosene Oil among Non-Priority Households (NPHH) beneficiaries.
The Section (6) of Sub-Section (2) of SRO 285 of 2009 reads, “All beneficiaries in priority households under NFSA will be provided subsidized kerosene oil at the scale of 3 liters per family per month and the remaining quota of kerosene oil will be equally distributed among NPHH category beneficiaries not having LPG connection.”
Therefore, if the Director FCS&CA Bashir Ahmad Khan is an honest and upright officer he must disclose the details of those APL/PHH households which don’t have LPG connection and are receiving PDS Kerosene Oil supply from the department.
In his rebuttal letter, the Director FCS&CA has also claimed that for the month of February 2021, the department has allocated 34,44,000 litres of kerosene oil for 870434 PHH/AAY families. According to SRO 285 of 2009, the actual requirement for 870434 families is 26,11,302 liters therefore from simple arithmetic calculation the department has released surplus supply of 8,32,698 liters.
Now, according to SRO 285, the department has to distribute 8,32,698 liters of Kerosene oil to those APL/PHH families who don’t have LPG connection.
The Lieutenant Governor Manoj Sinha, who has promised transparent and accountable administration to people of Jammu and Kashmir, must seek a list of those APL/NPHH families from the Director who don’t have LPG connection.
Meanwhile, sources told Early Times that the Kerosene Oil mafia has started lobbying in the Civil Secretariat against the officer who turned whistleblower against the pilferage of K-oil and had asked Deputy Director Supplies to withdraw the surplus supplies from his district.
Earlier in the month of August, a team led by Deputy Commissioner Pulwama had seized around 2,00,000 lakh liters of PDS Kerosene oil from different locations mainly from Pampore and Samboora.
The Awantipora Police has also registered four FIR’s regarding the pilferage of PDS kerosene oil and the investigation is underway.
Following the seizure of a huge quantity of K-Oil, the administrative department had also suspended 3 officials including Deputy Register Cooperatives Pulwama for their alleged involvement in pilferage of PDS kerosene oil.
