JAMMU, Feb 21: Despite the fact that college faculty members joined the services as gazetted cadre officers and Associate professors and Professors are among the top of government hierarchy but the district administration Kathua has placed these senior faculty members as well as College Principals (who are professors) subordinate to the Assistant Executive Engineer as well as newly appointed Junior scale KAS officers.
As per order issued by Deputy Commissioner Kathua vide number DCK/Adm/2020-21/1891-1907 dated 20/2/2021, the District administration has assigned duties for the conduct of written test for the post of Class-IV, with effect from 27 February to 1st March 2021.
The officers assigned duties as Observers, Magistrates, Centre Superintendents and Invigilators have been asked to attend the training sessions scheduled to be held on 23rd of February in three batches in the GDC Women Kathua.
As per the assigned duties, the Observers are among the highest in hierarchy of assigned duties, on which several newly appointed Block Development Officers (BDOs), who are actually the Junior Kashmir Administrative Service (KAS) officers while others such as Assistant Executive Engineer, District Soil Conservator Officer, Assistant Commissioner Food Supplies Kathua, Assistant Controller Drugs/Legal Metrology have been assigned the duties, while Tehsildar and Naib Tehsildar have been assigned the duties of Magistrates.
The College Principals, who are mostly Professors and among the highest in hierarchy in administrative set up of the Union Territory or State, have been assigned the duties of Centre Superintendent, putting them at third stage of the hierarchy in assigning of the duties. Moreover, Assistant Professors or Senior Assistant Professors who are about to be confirmed as Associate Professors, have been placed at the 4th slot of the hierarchy in assigning of the duties by the district administration. Taking strong exception to the development, a senior college member said that one can easily understand the hierarchy of College principal that a College Principal gets the salary next only to the Chief Secretary level officer. “It is an insult to those senior Officers by the bureaucrats, who consider even the Junior KAS officers as above the Principals”, he said.
“It is a matter of respect to the teaching faculty members but by placing them below executive officers, administration is actually disrespecting the College Principals as well as faculty members. The Lieutenant Governor administration should take cognizance of the matter and issue instructions to district administration”, a Principal said.
Deputy Commissioner Kathua OP Bhagat didn’t pick up his phone for comments.
