Teachers asked get attendance certificates from sarpanchs

Jammu, Feb 22: Rajouri administration making it compulsory for teachers working in rural areas to seek attendance certificate from concerned Sarpanchs has drawn a flak. The administration has made it mandatory for the teachers to get the certificate for their salaries to be released.
Teachers have termed the order arbitrary and unwarranted saying that it has put a question mark on the integrity of the entire teaching community.
The Zonal Education Officers of Rajouri district have been directed for compliance of the order thereby ZEOs directed all school incharges falling in rural areas to comply with the order.
The government order in possession of Early Times reads: “On the direction of DC Rajouri in pubic Darbar Sunderbani on 16-2-2021 all head of Institutions of high, middle and primary schools are hereby directed to submit the attendance certificates duly signed by the Sarpanch of the concerned panchayat halqa at 30th of every month for withdrawal of salary for that particular month.”
The format issued for the attendance certificate includes information regarding name of an employee, place of posting, leaves availed during the month and remarks sought by the concerned ZEO.
The teaching associations alleged the order passed by the district administration Rajouri is totally arbitrary and unreasonable making teachers subject to the production of attendance certificate countersigned by the concerned Sarpanch/ PRIs.
“This unwarranted order has put a question mark on the integrity of the teaching community which is discharging its duty against all odds. Teachers are not only imparting education but also instrumental in the implementation of various schemes. Instead of bringing comprehensive reforms in the education system, the teachers are being targeted unnecessarily by such orders,” alleged members of teachers association.
They further said that by passing such a vague order, district administration Rajouri has undermined the powers of the higher officials in the Education Department including concerned ZEOs and CEO. Although an effective mechanism to check the irregularities committed by the teaching staff is available but such order has put the teachers at the mercy of sarpanchs.
