Jammu, Feb 26: The Public Work (Road and Building) Department has allegedly violated the guidelines of Pradhan Mantri Gram Sadak Yojna (PMGSY) and utilised PMGSY Administrative Expense Funds for inadmissible works.
According to PMGSY guidelines administrative expenses fund accounts shall in addition to usual office expenses, include all expenses related to operation and maintenance of the On Line Management and Monitoring and Accounting System (OMMAS), computers including internet charges and data entry costs.
Moreover, there are clear directions that regarding the cost of outsourcing of execution and management related functions may also be paid out of administrative expenses within the limits prescribed. Besides, the expenditure on purchase of vehicles, purchase or construction of buildings is also not permissible under PMGSY guidelines.
But astonishingly, defying the provision of accounts manual of PMGSY, an amount to the tune of lakhs were diverted from administrative fund and expended on purchase of inadmissible items including desktop/ printer, creation of electric sub-station, registration charges vehicle etc, they alleged.
Sources maintained that generally it has been observed that administrative expense funds are utilized by diverting due to non availability of funds for incurring other expenses.
They further said that although the matter regarding availability of funds for other works is put up with the higher authority time to time by the concerned department but delay in release of such funds forced them to utilize these funds for inadmissible works.
