Uri residents allege irregularities in Swachh Bharat Mission scheme

BARAMULLA, Mar 1: The locals of border town Uri on Monday accused RDD officials of committing grave irregularities while implementing centrally sponsored scheme Swach Bharat Mission (SBM), in block Uri.
The locals alleged that under the SBM scheme about sixty percent toilets / bathrooms do not exist but payments have been drawn from government exchequer. The locals alleged that Panchayat members and RDD employees have taken two thousand rupees from each beneficiary of SBM.
As per reports, under the SBM fund to the tune of lakhs had reportedly come recently for construction of toilets /bathrooms for each BPL family in the block Uri. However, the panchayat members and RDD employees allegedly embezzled the money and as such construction of individual household latrines weren’t physically constructed. The locals of Panchyat Halqa Garkote (A) alleged the middle men collected rupees two thousand from beneficiaries of the SBM scheme and then released their payments of Rs 12,000. Those who did not pay two thousand rupees their payment has been stopped by the BDO office Uri.
A widow from Chak Mohalla Garkote (A) said that the RDD transferred Rs 12,000 in her account under SBM scheme but out of that two thousand rupees were taken back by Panchayat.
Residents-Mushtaq Bhat and Mohddin Bhat- alleged that despite paying the Rs 2,000 their payment wasn’t released by BDO Office Uri. They said that they have fulfilled all the formalities but deptt is not releasing payments. All these families come under BPL category and are working as daily labourers.
“The concerned RDD officials have made the mockery of government norms. They are doing what they love themselves. There is no authority to make them accountable,” said Bashir Ahmad Bhat, a local of Garkote A.
They said they approached the BDO Uri but he also avoided it. During the investigation by this reporter it established that the majority of beneficiaries of SBM have not constructed IHHL latrines but payment has been made and physically latrines do not exist in Garkote (A). The locals alleged that Panchayat Garkote (A) and RDD department has uploaded fake photos on the website of the department.
As per reports in Panchayat Halqa Garkote A, a number of SBM beneficiaries alleged that Halqa Panchayat beneficiaries alleged that halqa Panchayat has taken two thousand rupees for release of the payment.
The local of Panchayat halqa Garkote (A) demanded ACB investigation in this matter and the culprit should be booked under law. The locals said if deptt didn’t take any action they will approach the higher authorities of ACB with all details and proofs.
Block Development Officer Arif Shah on being contacted told Early Times that they already requested the general public not pay any amount to any official and Panchayat member, however still if anyone has demanded or taken money from them they can file a written complaint and we will take action.
“We had put notices and even alerted the general through social media sites as well but still if anyone was compelled he can file a complaint and we will take action,” he said.
Shah said that they constituted a verification team and on the report of the team payment was released to beneficiaries.
