Jammu, Mar 6: Initially appointed as Research Assistant on consolidated basis through a backdoor for a period of three months by then Director Science and Technology Civil Secretariat Srinagar, the official reached to the post of Executive Engineer in Housing and Urban Development Department.
Like many other back door appointment cases, this scandal came to light when some whistleblowers in 2019 forwarded a complaint to the then Governor of J&K State Satya Pal Malik and his advisor K.K Gupta along with supporting documents, to take remedial steps to mend the mistake of past governments.

“This person appointed through the back door under the patronage of his relatives in 1993 was further promoted illegally step-by-step”, alleges the complainant.
“He was appointed as Research Assistant on consolidated basis @ 3000 per month for a period of three months by Director Science and Technology Civil Secretariat Srinagar vide order number ST/Adm / 110 of 1993 dated 12-07-1993. After a period of three months’ he was regularised in the pay scale of 2000-60/2300/EB/75/3200/100/3500 wide order number ST/ Camp/ 92 dated 04-10-1993 and placed on probation for a period of one year with effect from 01-07-1993”, documents divulge.
“The official was promoted as a Research Assistant in the pay scale of 2125/75-2800-EB-100-3600 vide order number ST/ Adm /9 of 1994 dated 31-01-1994 and after a lapse of one year the official was regularised in the pay scale of 2125/3600 from the date of his initial appointment with effect from 17-03-1993 and huge amount of arrears were drawn fraudulently, directly from the state exchequer”, said a source aware of entire plot of story for this backdoor appointment.
"It is surprising to note that within a period of one year the official vide order number 19/ ST of 1995 dated 20-03-1995, was regularised in the pay scale of Rs. 2125/3600 from the date of his first appointment without any approval of the departmental promotion committee and arrears were drawn by the Science and Technology department in his favour and senior aspirants were put behind the darkness with hue and cry”, informed the source.
“The official two years got three promotions and after a period of one year the official was sent to Housing and Urban Development Department on deputation wide number 11/ST/Adm of 1996 dated 14/02/1996 of S&T (C), read with government order number 48/H&UD/LSG of 1996 dated 19-02-1996 without any concurrence of General Administration Department (GAD)”, sources informed.
“Since Science and Technology Department was not competent to issue the deputation order without concurrence of GAD, the departmental engineers approached to the then concerned Commissioner/Secretary, H&UD against the said order, who happens to be very close to the official”, sources said, adding that the official was regularised in H&UDD, got promotions through backdoor channels in this department as well.
“Due to his connections with politicians and the bureaucrats no one dared to raise his/her voice against the official and anti-graft agencies under political regimes couldn’t do much, now things have changed and the agencies should act prior to his retirement”, said an official of the H&UDD.
