RDD violates MGNREGA guidelines
Incurs administrative expenses beyond permissible limit

JAMMU, Mar 7: The Rural Development Department (RDD) has allegedly incurred administrative expenses beyond permissible limit under the scheme in violation of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).
Sources informed Early Times that the Scheme guidelines provide that in order to augment human resources and develop capacity for critical activities, 6 % of the total expenditure on MGNREGA scheme can be utilized on administrative expenses in a particular financial year.
“The limit on administrative expenses was permissible for State level and some part of it at Block level,” they said.
Astoundingly, the administrative expenditure during 2014-17 was between 7-9 percent of the total expenditure instead of 6% which was actually permissible, they added. Moreover, a huge amount under administrative charges was spent by the State Employment Guarantee Council 2012-17 out of the balances lying with it and was not included in the yearly progress reports.
They further added that excess charges on administrative expenditure during 2014-16 were spent on creation of infrastructure in new blocks. Shockingly department didn’t follow the procedure in order to spent funds from administrative charges by not submitting requisition for additional funds from government for new blocks etc. without disturbing the MGNREGS funds specifically meant for employment generation as a result department had to face delay in release of funds for further developmental works under the schemes.
The casual approach of the department in proper utilization of administrative charges reflects poor financial management and non-generation of employment.
