SRINAGAR, June 21: The transfer orders issued by the various heads of government departments in Jammu & Kashmir are being dumped in the dustbin and in most of the cases it depends upon the wish of the officers to relieve the transferred officials as a result of which they stay put at the present place of posting.
Similar thing has been witnessed in the Jal Shakti department as the majority of more than 20 junior engineers transferred around two months back have not joined at their new places of posting. The non-compliance of the order 43/JSD/Estt of 2021 dated 29-4-2021 has given an impression that transfer orders are issued for the sake of formality.
By virtue of this order the Chief Engineer Jal Shakti department Kashmir issued transfer order in respect of 23 junior engineers (mechanical), but till date most of the transferred officials are working at their previous place of posting. These officials seem to be in no hurry to get transferred and matters have been made worse due to the non-compliance by concerned Executive Engineers.
Sources told Early Times that the concerned Executive Engineers are giving a damn to the transfer order and have not relieved the concerned junior engineers so that they can join at the new places of posting. These Executive Engineers have turned law unto them and are not ready to relieve the junior engineers.
“The Executive Engineers have made it clear to the junior engineers that they are not going to relieve them and they will have to work at the current places of posting. Given this fact the authority of Chief Engineer, Jal Shakti department Kashmir has been undermined and the transfer order issued by him holds no value whatsoever,” said sources.
Sources said that one ‘influential’ junior engineer managed to implement his particular order and the same was done by virtue of a separate order issued by the Chief Engineer, Jal Shakti department Kashmir. They said most of the other junior engineers have not been transferred and they continue to work at present places of posting.
“Since the transfer order has not been complied with by the Executive Engineers there are chances that they can get the junior engineers transferred to any place as they are calling the shots in the department. The Chief Engineer seems to be too weak and it is due to this reason that transfers have been kept in abeyance,” said sources.
Interestingly in the order it has been written that the transfer of junior engineers (mechanical) has been done in the interest of the government with the directions that the engineers should join their new places of posting at the earliest. The directions seem to have vanished in thin air with no change of guard taking place up to this date.
