Chaos prevails at Central University Kashmir
Works executed years ago yet to be authenticated, varsity officials least bothered

Jammu, June 29: Chaos within the ranks of Central University Kashmir has hit the civil and electrical works in the new university campus coming up in central Kashmir’s Ganderbal district.
Sources within the varsity divulged that more than three years have passed since civil and electric works worth crores were executed in the university’s new campus. However, the payments for the same are yet to be disbursed in favour of the executing agencies as the engineering wing functional at the varsity has allegedly refused to authenticate the said works.
Sources divulged that the matter is taking an ugly shape as the varsity in order to buy time and delay the process of payments has sought third party certification for the civil and other works. The R&B department as per the reports has rejected the varsity’s proposal, stating in detail that the varsity already has an autonomous engineering wing which is competent enough to authenticate the works executed within its premises. However, with confusion prevailing, the inner system of the university otherwise established for imparting quality education, is coming to the fore. “This is the height of inefficiency and hasn’t happened anywhere except here. The works have been completed but there is no one within the university who could authenticate that the said works have been executed,” said, an insider.
Earlier, there was no forward movement being witnessed vis-a-vis the establishment of the permanent campus in Ganderbal area and the university was operating from two different buildings that too were taken on the rent.
Sources said that the university every year loses crores of rupees due to it not being in possession of the permanent campus and this perhaps could be among the very few universities around the world that functions through the rented buildings.
Not even a single building is ready to be used in the CUK’s Ganderbal campus. “The delay in the construction of the permanent campus has resulted in the non utilization of funds released by University Grants Commission (UGC) under General Development Assistance (GDA) in its 12th Allocation Plan for the past three financial years,” insiders revealed.
Meanwhile, there are several contracting agencies which are up in arms against the varsity administration over making it a hub of chaos and entropy, leaving a little space for ensuring that it serves the purpose for which it was established in the first place. “It is high time for the Government of India to take note of such mismanagement calling shots within the central university of Kashmir. If the anarchy is left untamed, it will consume the knowledge centre to the core in the coming time,” says a senior official.
