JK admin dismisses casual labourers, takes no action against officers who engaged them

SRINAGAR, July 6: The Jammu & Kashmir administration has a habit of taking half-hearted measures and in most of the cases officers holding high and influential positions in different government departments manage to run away Scott Free whenever lower rung employees are shown the door due to one reason or other.
Similar situation has been witnessed in the Board of Technical Education since many casual labourers have been disengaged from their services.
A correspondence has already been shot in this regard to the Secretary, Board of Technical Education. However, there is no mention against the officers involved in the process and as such no action has been recommended against them.
On June 23, 2021, Under Secretary, Department of Skill Development wrote a letter to the Secretary, Board of Technical Education about the disengagement of casual labourers in the Board of Technical Education.
In the letter the Secretary has been asked to ensure that the identified casual labourers are disengaged within a time period of 15 days.
“I am directed to refer your letter No. BOTE/Estab/701-1/2021/1863-64 dated 17-05-2021, wherein among other things, it has been reported as under:-
“That 11 (eleven) number casual labourers working in Divisional Office, Srinagar, 06 (six) no of casual labourers are working in Divisional Office, Jammu and 03 (three) number in Central Office of JKBOTE, the authorization of their engagement is not forthcoming from the records,” reads the letter issued under correspondence number DSD-Adm/3/2021-02 dated 23-06-2021. The letter adds, “However, they are paid the remuneration regularly the details are being collected as to from what head of account they are being paid the remuneration and on what authority their engagement is confirmed by the Board.
In the context of the above, you are therefore requested to disengage all such casual labourers illegally engaged and report to this department within 15 days positively.”
Sources told Early Times that no responsibility has been fixed upon the officers who made engagement of these casual labourers.
The poor persons who gave their precious time in performing their duties on meagre amount have been thrown without any reason and no action being taken against the concerned officers.
“These are the kith and kin of various officials and the appointment has been made through illegal means from time to time since 2003 as casual labourers.
They are continuing as such without any formal appointment order. These persons spent the precious spell of their life in the SBOTE on meagre amount and their disengagement at this stage is unjustified,” said sources.
